Police: What we do
To help you meet tough resource challenges during the cost-cutting exercise over the next four years and beyond, ORH has formed a partnership with the Chartered Institute of Public Finance and Accountancy (CIPFA), the leading professional finance and accountancy body in the UK.
Combining CIPFA’s knowledge and experience of police force finance with ORH’s expertise in delivering cost-effective operational solutions to complex resource planning problems, we can offer you a unique service designed to inform complicated decisions on core response and vehicle patrol.
Working closely with your force, our consultants will analyse your current provision and costs (using CIPFA’s knowledge and experience in working with police forces on a daily basis) before using sophisticated modelling techniques to identify and appraise feasible options for improvement. We can:
- Inform your strategic development and resource planning
- Improve the equity and effectiveness of call response and vehicle patrol
- Identify and evaluate sustainable efficiency measures
- Give confidence in plans for change and robust evidence for consultation

Police: Example Questions
We can help you answer key questions. For example:
- Can call response be maintained with fewer officers?
- Do rosters match demand or is there room for improvement?
- Can patrol visibility be maintained with fewer officers?
- Is there potential to ‘tier’ your front-line operational régime?
- Can control and backup practices improve to give better dynamic cover?
- Are your police stations in the best locations?
Police: How we do it
To help you make the right decisions, we will present you with fully assessed options for change using CIPFA’s knowledge and experience in working closely with police forces on a daily basis, and the results of two proven, sophisticated models developed by ORH specifically for UK police services:
- An optimisation model that identifies and evaluates optimal locations for police stations and optimal deployments of front line resources by location and time of day.
- A simulation model that is used to answer a wide range of key questions by evaluating the impact of options for change on call response and resource utilisation.
Police: Why ORH and CIPFA?
ORH has 25 years’ experience working with over 100 emergency service organisations in the UK and other countries on around 500 separate projects.
CIPFA has collected and published data about local public services for over a century and is the leading independent source of information relating to the public sector.
A joint ORH/CIPFA study can deliver significant benefits:
- We can undertake a robust options appraisal
- We can help you make better decisions
- We can provide evidence-based plans for change
- We can help you provide a more responsive and effective service
